Hello, I don't know what I did, but the original paint on the driver side door looked dull now. I think its because I accidently spill rubbing compound on it, I cleaned it up, now it has a lot of scratches, looking dull. Can I use wax to buff it out? Another thing is can somebody tell me how to fill out chips on my car in detail steps?

Sounds like you may have used either a paper napkin or something else that would scratch the surface when you removed the rubbing compound. Get some polishing compound and use an old clean t-shirt and you will restore the luster again. Waxing will not take out the scratches.

What's the difference between rubbing compound and polishing compound ? Is polishing compound gentler and if so, shouldn't one better use it to smooth and shine the basecoat and clearcoat ?

Polishing compound is much finer then rubbing compound. It is too fine to smooth out basecoat and clearcoat.
