I have a 2002 Toyota 4Runner and a 2005 Toyota Camry.  Both have the same color code (202) Black.  This is a stupid question, but I read that this site has better color matches than the dealer, so I am wondering if the same color coded black is the same or different for cars of different years (even with the same code number)?  Obviously, I'd like to only get one for both if I can.  Second, do I need to get a bottle of clearcoat to apply over the touched up paint areas?

They are the same color so you can use them on both. and yes, you want to use clearcoat over both paints.
