Hello-
I sprayed 4 coats of clearcoat on a license plate bracket, already had 2 of basecoat, it's  flat to semi gloss looking, will this shine out with the rubbing compound or do I need to spray enough clearcoat on so it looks wet & glossy prior to drying?

You will need to rub it out with rubbing compound. Please see:
