I have tried three times to spray the clear coat over a white basecoat, and every time it dries with a grainy, orange peel effect.  Every time I have sanded down to the basecoat, sprayed with the base, and then a few days later sprayed with the clear, with no luck.  I even tried holding the can at varying degrees from the piece I am spraying, still with no luck.  What's going on here?

You can get rid of the orange peel by buffing out the part you painted with rubbing compound and a buffer. You can also use 2000 grit sand paper and lightly sand with water. Then buff the finish using a medium cut
rubbing compound.
