Recently I brushed up against a concrete pillar in a parking garage and right now, I am only concernet about fixing the paint on the area of the front, passenger side bumper. Wouild I need to sand down the area, apply primer, etc? Here is a thumbnailed picture, click to expand it. Thanks

Yes, you need to remove all loose paint and sand and prime the area. Looks like you have some body work to do also. See https://www.paintscratch.com/touch-up-paint-directions/ for complete directions.
