My rear bumper cover has had an unfortunate encounter with a green metal fence. I was very lucky in that actual damage is very minor, but there is a ton of green paint from the fence on the bumper cover... any good advice on how to best remove it without damaging the finish underneath or the bumper cover itself?

You can use rubbing compound to remove the extra paint. It will take it right off and actually shine the underlying paint.
